Phil has always lived on the Hoo Peninsula. A High Halstow resident and local businessman, Phil is married to Di and they have one son. As the Portfolio Holder he headed up the team that implemented the very popular weekly recycling, the Walking Bus scheme and reduced fares for youngsters. He actively campaigned against both airport proposals. Phil became a local councillor in 1991 and now represents Cuxton, Halling & Riverside.
